I think it is a comparison between nature and the woman you love. Talking about the harsh wind, her voice, when changes occur on time, or in nature, it must equal permanescer, beautiful in the eyes of man, but without losing his own power. Poem is a complicated and did not understand some words, I think that language is an older, but it is beautiful, like many things written by Shakepeare.
In my opinion, the poem compares the beauty of a person with nature: summer days, sunshine compared to the beauty of the person etc.. Love is described with great lyricism. The author compares his love to a summer time, and still says that your love is better than summer. He also claims that her lover will live forever through the words of the poem.
No doubt the poem is very beautiful, but Shakespeare does not reveal whether it is talking to a man or a woman. Last week I did a work about Queer Theory , that talk of oppression and discrimination against people who are not heterosexual. There was a list of writers and poets with undefined sexuality, including William Shakespeare. So we can understand that the poem can refer to a man or a woman but this fact does not take the shine and the sweet romance of the poem. Shakespeare tries to show that love is something unconditional and inexplicable as the beauty of nature.
